What are the legal risks of paying another apartment's utility bills?
I see no risk except that in some states legal occupancy can be established by who is paying utilities or other essential services. However, if you do not recieve mail there, and you are not in physical occupancy or providing other necessary elements of residency, then you should have nothing to worry about except getting paid each month.
