Why does the US government collect taxes and utility bills from its?
The US Government almost never collects utility bills. Utilities, some of which are private organizations, and some of which are state or local governments do. The Federal Government is not normally in that business, except in a few rare US Government facilities and properties. Taxes are collected because the US Government doesnt have any, or very little money. We the People have the money, and the Government takes some of our money (hopefully by mutual consent) and pays for somethings, such as economic aid to other countries in a manner directed by Congress, our representative.
