My landlord will not give me my utility bills and expects me to pay?

If your unit is separately metered, then your bill should be going to you. But it sounds like you and your landlord share the same meter, with only one bill, which goes to him, and then he calculates the split. In either case, check your rental agreement, which should already include who pays the utilities. And if the landlord is pro-rating a shared bill, ask how he makes the calculation (a 5050 split, 8020, what?). Otherwise, in the absence of separate metering, its essentially a trust issue each billing cycle, even right up until you move out, where he can give you a closing bill with an arbitrary amount due. So IMHO if you dont feel you can trust your landlord then like any relationship, its time to move on and find one where you do.
