The short answer is (probably) Yes. I say probably because I have not see your lease nor your agreement with the billing company. However, a typical agreement (lease or otherwise) will state when when payment is due. In the case of rent and/or utilities they are due on a prespecified date and not upon receipt which is when you receive the bill in the mail.
