If the utilities are in tenant's name, can a landlord demand proof of?

If the utilities are in tenant's name, can a landlord demand proof of all utilities being paid off before returning a deposit in California? I know some bills fall back on the landlord like water/sewage, but what about electric/trash/cable. If the utilities are in the tenants name, then the landlord has no need of proof of payment. He could not have put anything that puts a lien on the property (such as sewer or trash) into the tenants name because those are attached to the property itself. The power, water, and gas companies will go after the tenant for non-payment, not the property owner.
