Why did Northern Indiana Public Service Company continue to try to?

The question was regarding pilings being driven into the soil there, not that it was on some sort of a fault line. In addition, the plant was to be located next to the Indiana Dunes National Lakeshore on one side & the massive Bethlehem Steel works on the other side. Anti-nuclear activists whipped up the workers at Bethlehem Steel with fears of what they would do if there was an accident as well as people being concerned about the aesthetics of a large cooling tower being next to the National Lakeshore. Of course, NIPSCO still operated a coal plant on the property which belched pollution into the air along with the steel mills, but thats not apparently important.
