No. Financial institutions are extremely happy to process pre-authorized withdrawals through the Automated Clearinghouse system. Banks and credit unions like checking accounts that are active. We dont like stagnant accounts that are secondary or tertiary accounts with small balances. We like those primary checking account. The ones that receive the direct deposit of paychecks, and were happy to process their ACH and bill pay transactions for them. ACH payments are processed for a fraction of a penny each. Clearing checks that people write costs about a dime each.
