If the lease says tenant responsible for all utilities in their name?

Q. If the lease says tenant responsible for all utilities in their name and a few years later the HOA no longer covers water but starts sending the water bill separately to the landlord of the condo, can the landlord make the tenants switch it to them? I would say yes. Landlord can and should ask the tenant to pay for water bill because water is being used by the tenant. Earlier the HOA included water, now it doesnt and billed separately. That doesnt matter. The lease contract said all utilities and water bill is also a utility bill. However as a safeguard, it is better if the tenancy contract says all utility bills, current or future, and changes to rates thereof or some such words phrased in legal terms. It is best to have contracts of any kind worded by attorneys specialised in that field.
