It is near the end of my tenancy, for which I havent been charged?

I dont understand. Maybe your area is different, but where I'm from the landlord takes his name off the utilities, you're supposed to put your name on the utilities. Had the landlord done his due diligence and took his name off of utilities you would have been without water and power. Why your landlord continue to foot the bill for your electrical, gas, and or water is baffling to me. This sounds very strange to me, almost like I'm not understanding the whole story behind this, or your landlord intentionally paid these utilities to come in at the last minute and charge you more then what he covered in them. The first thing I would do is request in writing from the landlord all utility bills during your stay that were assigned to that property, if he cannot produce those bills with your address on them I would become highly suspicious. I'm not sure that you would be liable for utilities that we're not in your name, legally. The courts would consider that to be a gift, even with a contract, because the contract should have stated that the bills would have been in his name, this doesn't make any sense and it sounds really fishy and it sounds like someone is taking advantage of someone. Be careful.
