How much does it usually cost to get utilities up and running for an?

Depends on location and whats included. Some buildings include heat and hot water. Those will be supplied by a boiler, radiators, and floor-size tanks. The occasional building includes internet, but thats usually either tiny little shoebox student apartments or ludicrously expensive condos with four-figure monthly fees on top of your rent. Where I live, electricity is supplied by the provincial utility corporation (BC Hydro). Cost per kilowatt hour is restricted by the government. I live in a small house (700 square feet), and in the winter I heat with mostly wood, supplemented by electric. My average monthly electrical cost is $45/month in the summer, $65/month in the winter. The only heavy power draw in the house (besides my small water tank and and my appliances) is this computer, which is a big old pig. This is probably very similar to what an apartment would draw if it was located on a high floor with little glass exposure (parasitic heating yeah!). Phone costs me $75/month. Basic landline with long-distance privileges for calling the mom unit. Internets are $110/month here for basic decent service. That would be cheaper in a city apartment; I live in the boonies and have line-of-sight radio internet from a small company. The other bills apartments dont consider: mortgage, taxes, town fees. Thats your building owners problem. So, if you lived in this province (BC), and were renting a place in the city, I would guess at $30 power if heat included, $30 phone for cheap service, $60 internet for basic service - $120 a month. Plan on at LEAST $150. You should always have extra room on your bill budget, even an it cost ye food.
