Does the president have to pay for any utility bills for the White?

No, the residence is not separately metered or paid for. The President only pays for the First Families food and that of their personal guests. If they want any personal staff beyond that provided by the White House they also have to pay for them. Other than that almost all living expenses are covered by the taxpayer. He also has a modest entertainment allowance that covers very little. If, as an example, the National Organization of Women attended a reception in the East Room, their organization would select from one of the White House Reception Menus, and that menu would be prepared and billed to NOW. The food is very good and there was always plenty of extra for us lowly horse holders to eat as well. At least that was the case back in my day. Mrs Reagan with the assistance of Gail Hodges and Cathy Fenton from the First Ladies Social Office set a very nice table. Official State Functions are billed to the State Department. The Chefs and their staffs are world class as well. They may be changed at the First Families pleasure. Liquor was top shelf and where I learned what good Scotch actually tasted like, unfortunately.
