Why don't utility companies provide the highest?
When I bought my house I did get those records up front before I agreed to anything. The house had been occupied by four people for 20 years so the records were fairly accurate, but I have considerably lower payments because I don't heat and cool all the rooms, just the main living area and the bedroom. I also use quite a bit less water and gas for cooking. Overall though, the report did help me compare the houses I looked at. Apartments and other rentals don't have to provide this, because mostly, in America, laws protect the rich.
