Who is liable for utility bills?

Primarily, the person whose name is on the account, who is the person who agreed to pay for the utility. If youre name isnt on the bill, youre not liable. Secondarily, the owner of the property to which the utility is attached, assuming its not the same person/persons/corporation thats on the bill. If the primary doesnt pay, the utility gets an automatic lien on the property for the amount of the arrears. As such, its vitally important to make sure the utility gets this right, and to inform them of changes of the payor and the property owner.
