No. Your account is governed by the terms of the account agreement that you agreed to when you opened the the account. It won't have any fees you can charge back. It might have an arbitration clause which means you would have to go to arbitration probably at your expense. If there is a regulator involved, you probably have even less ability, since utility laws and tariffs don't usually give a private right of action. So, you're best off calling customer service and inquiring about the charge.
