You question is confusing. You should only have to pay for the utilities that are separately metered for your apartment. If there are no separate meters there is no way they can make you pay for the entire building and all the units utility usage. If your rental agreement says you have to pay a percentage of joint utilities they would have to show you proof of the charges not just claim an amount. In most case the landlord would just figure utilities that are not separately metered are part of the rent.
