How did you pay the original bill? When you say you no longer have access to the account you used then, are you referring to a bank account or do you mean you cant access statements that far back? First, check with the utility company that they have sent the notice. DO NOT use any telephone numbers, addresses, email addresses on the notice but go direct to your utility company. If you paid the bill, other than in cash, there must be a record - bank statement, credit card statement. A bank should keep records for 5 years so youre on the edge of the time limit. Take the notice, go to the bank, explain the position and ask if they still have a record of the payment. In both cases, if you tell them you suspect it is a scam, they should be willing to mhelp you.
