A utility meters your usage of water, electricity or natural gas. Basically, your usage as a percent of all usage is then applied to the utilities costs, giving you your cost. The problem with using this approach for health care is that usage is vastly more uneven and spotty than your utilities. Thus your costs will be all over the map; a lot of us would pay nothing, or very little. But quite a few of us would be instantly bankrupted for moderate to severe health problems. So no; the utility model wouldnt be a great idea.
