Is the volume of water on my utility bill corrected for temperature?
I don't know but I doubt it! I suspect the volume of gas you get from the gas company isn't corrected for temperature either. For water, the volume fluctuates only marginally with temperature; for gas it's likely to be greater. In each case, it's comparatively easy to use a mechanical meter to measure the volume. What you are asking is for them to charge you, not for the volume you use, but the mass, and the technology to do this is much more expensive and cumbersome. But maybe there are some water and gas providers whose scrupulous fairness to their customers (rather than bottom line profits) is their top priority.
