Is a new homeowner responsible for previous utility bills?

In most jurisdictions the utility bill creates a lien on the property and the sale does not nullify that so yes, in those jurisdictions the new owner would be responsible. In all real estate transactions where I bought a property and there was a utility involved the lawyer has withheld funds in escrow for payment of such bills. Not all utility bills create a line and if they do not, then it is a personal debt of the previous owner. I can think of a cable bill, or a phone bill as an example. But water, sewer, gas and sometimes electricity might be a problem. The closing agent or buyer's lawyer should take care of these before closing, either make sure they are paid, or withhold enough funds to pay them. My opinion.
