How does my father get the electricity bill in his name?
I have a feeling your father is trying to scam you. No utility company will let anyone having an unpaid bill of $10,000. If you dont pay, after a couple of months, your utility is just cut off. Your father will need to find an apartment where rent includes all utilities. Then, he does not need to register with any utility. Alternatively, he needs a roommate who will be responsible for the utilities. I hope it is not you, dont expect any rent being paid either :-)
