Citibank tied up my money for 2 weeks.?

Verify your utility bill? Sounds like you are asking for a personal loan from Citibank to cover your rent (you said out on the street) and utility bills along with possibly more. Its fairly standard for them to verify your credit and income source before doing a personal loan. When you asked for the loan you should of been able to provide them the bills with the amounts you are asking for this loan to cover. So not sure why they verifying your utility bill unless they called the utility company to verify the bill you showed them was actually owed. Them waiting 5 days sounds like you told the utility company the check is in the mail and you are relying on getting a loan to cover it that has not been approved. If you happened to get some money and deposited the check its pretty standard for a bank to not release those funds until that check clears. In which case if you show the deposit receipt to the landlord, utility companies or anyone else they would totally understand having to wait. If you were talking a savings or checking account where you actually have the money, a check deposited being held for 510 days before you actually get the funds is pretty standard. I can not figure out why they would be verifying something for you to make a withdrawal. But if thats the case and your bank statement shows that it is and you had some withdrawl denied talk to an attorney by you.
