Can I put my parents utility bill in my name to rebuild my credit?
Probably not. Only Experian has a program that they call Boost to use utility bill payments to help establish creditworthiness. The way their program works is you give them access to your bank account(s) and they search to see if there is a history of timely and regular payments to utilities. Even though your parents utility bill is in your name, unless it is paid from your bank account then it's useless. Also, Experian is looking for a history, not just a month or two.
